رغم أن الولايات المتحدة هي أكثر دول العالم صخباً وضجيجاً بالحديث عن حقوق الإنسان وشعاراته ،
كما أنها الدولة الأكثر استخداما لورقة حقوق الإنسان في سياستها الخارجية ، إلا أنها على صعيد الممارسة الفعلية تعد الدولة الأخطر على مر التاريخ التي انتهكت وتنتهك حقوق الإنسان ، أما كل هذا الضجيج والصخب -الأمريكي -حول حقوق الإنسان لم يكن سوى ستارا ، أخفى خلفه نزعة التوسع والسيطرة التي طبعت الامبرطورية الأمريكية منذ نشأتها وقيامها فوق تلال من جماجم عشرات الملايين من الهنود الحمر ، وهكذا فان حقوق الإنسان كانت هي اللافتة التي اتخذتها الولايات المتحدة ستارا لارتكاب أبشع ممارسات انتهاكات الإنسان في تاريخ البشرية .
.وقد دفعت هذه المفارقة الصارخة احد المحللين الى القول بان الولايات المتحدة أكثر الامبرطوريات دموية في التاريخ.. كانت هي الأكثر وقاحة بين نظيرتها في استخدام حقوق الإنسان كمبرر لتلك الدموية غير المسبوقة . وقريبا من هذا المعني ، ذهب المفكر الأمريكي ناعوم شومسكي الى انه " من وجهة النظر القانونية أن هناك ما يكفي من الأدلة لاتهام كل الرؤساء الأمريكيين منذ نهاية الحرب العالمية بأنهم مجرمو حرب ، أو على الأقل متورطون بدرجة كبيرة في جرائم حرب " .
وتعد لغة الأرقام هي الفيصل للتدليل على هذا الأمر، فمنذ نهاية الحرب العالمية وإلى اليوم هناك 75حرباً وتدخلاً عسكرياً أو دعماً لانقلاب عسكري نفذتها الولايات المتحدة الأمريكية في مناطق شتى من العالم ، وكلها لا علاقة لها بالدفاع عن حقوق الإنسان أو إضاءة مشاعل الديمقراطية للشعوب المغلوبة ، رغم أن هذا ما تم الترويج له .
